Hawaii's 808 is the most populous area code in the country that covers an entire state. All 1,432,820 Hawaii residents share it, according to the U.S. Census Bureau's July 2025 estimates. New Hampshire's 603, with 1,415,342 people, and Maine's 207, with 1,414,874, are close behind.
Eleven states have just one area code, so for those 11 codes the population is known exactly. The North American Numbering Plan Administrator, which assigns area codes, does not publish population by code, and the Census Bureau does not count people by area code. In the other 39 states and the District of Columbia, area codes overlap or split cities, so the best comparison is how many residents each state has per code.
By that measure, Arizona's five area codes are the most crowded, at about 1.5 million residents each. Hawaii, New Hampshire, and Maine follow. Across the 50 states and Washington, D.C., NANPA's database lists 372 geographic area codes in service, or about 919,000 people per code.

California has the most area codes, 41, followed by Texas with 29 and New York and Florida with 23 each. Many of them are overlays, new codes added on top of an existing area when the old one runs out of numbers. Houston has five codes covering the same area: 281, 346, 621, 713, and 832. New York City's outer boroughs share 347, 465, 718, 917, and 929, and Atlanta's 404 shares its area with 470, 678, and 943.
Washington, D.C., has the fewest residents per code, 346,822. Its 693,645 residents are served by 202 and 771, an overlay added in 2021. Wyoming's single code, 307, covers 588,753 people, the smallest population of any one-code state.
New codes keep arriving. The newest is 465, which went into service June 18, 2026, as an overlay for New York City's outer boroughs. Alabama added 483 in February 2026, Mississippi added 471 in January 2026, and Michigan, Louisiana, Tennessee, and Colorado each added one in 2025. Houston's 621 arrived in January 2025.
Of the area codes in service today, 77 date to the original 1947 plan, among them 212, 213, 312, 404, and 702. For the most populous ZIP codes, see the largest ZIP codes in America.
Sources
Area codes in service, overlays, and in-service dates are from the North American Numbering Plan Administrator's NPA database, file dated October 16, 2026, counting geographic area codes in the 50 states and D.C. and excluding toll-free and other non-geographic codes. Populations are the U.S. Census Bureau's Vintage 2025 estimates for July 1, 2025. Residents per area code divides each state's population by its number of codes; in states with more than one code, actual populations vary widely from code to code.
